Digital Transformation Strategies and Their Role in Diversifying Iraq's Non-Oil Export Structure: A Study Using the ARDL Model

Abstract
This research paper investigates the pivotal role of digital transformation (DT) strategies in diversifying Iraq's non-oil export structure, a critical imperative for the nation's long-term economic stability and resilience. Over-reliance on hydrocarbon revenues has rendered the Iraqi economy vulnerable to global price shocks and stifled the development of other productive sectors. This study employs the Autoregressive Distributed Lag (ARDL) bounds testing approach to time-series data from 1995 to 2024 to empirically examine the long-run and short-run dynamics between digital transformation proxies and non-oil exports. Key variables include non-oil exports as the dependent variable, and internet users, fixed broadband subscriptions, and mobile cellular subscriptions as proxies for digital transformation. Control variables such as gross capital formation, foreign direct investment, and the real effective exchange rate are also incorporated. The findings reveal a significant and positive long-run relationship between digital adoption, particularly through mobile cellular subscriptions, and the growth of non-oil exports. The error correction model confirms a stable adjustment mechanism back to equilibrium. Diagnostic tests validate the model's robustness. The study concludes that targeted digital transformation strategies—focusing on expanding mobile infrastructure, enhancing digital literacy, and fostering a supportive digital ecosystem—are essential for unlocking Iraq's non-oil export potential. The paper provides concrete policy recommendations for Iraqi policymakers to leverage digitalization as a primary engine for economic diversification
